6.4      MONITORING SYSTEM

6.4.1   Formation of Environmental Management Cell (EMC)

Monitoring and feedback becomes essential to ensure that the mitigation measures planned by way of environmental protection function efficiently, during the entire period of (GAIL) operation. Hence, an environmental manacement cell
comprising senior officials may be constituted. Organisational set-up of EMC may be as presented in Figure-1

EMC will perform following functions:                                                    

  1. Monthly review of environmental problems and monitoring of installation /
    performance / maintenance of pollution control measures.
  2. Enforcement of latest rules and regulations under relevant Environmental
    protection Acts. 
  3. Preparation of budgetary estimates to seek sanctions for new pollution control
    measures if required and  / or for up-gradation of existing ones based on new
    technologies
  4. Emergency planning

EMC shall meet at least once a month and take stock of progress of work relating to decisions taken and targets set in the previous meeting.

6.4.2 Formation of Task Force

A task force having organisational set-up as presented in m Figure J comprising (CAIL) staff of Various grades shall be constituted. The task force will ensure following tasks:   

  • Monitoring activities within core and buffer zone of (CAIL) as per program given in 6.4.3
  • Monitoring of efficiency of pollution control schemes.                                        
  • Preparation  of maintenances  schedule of pollution  control equipment and
    treatment plants and see that it is followed strictly.                                                     
  • Inspection and regular cleaning of setting tanks, drainage system etc.                         
  • Green-belt development
  • Water and energy conservation                                                                     
  • Good housekeeping    
  • Appraising EMC on regular basis
